Education
is the key
to improving human
development. In other words, education
is very important and should be prioritized in
developing countries, including Indonesia. Education in Indonesia is still cause
for concern, education in Indonesia
is currently hardly affordable Tuition fees are expensive
enough to make problems
for some communities in Indonesia
are less able to
mengeyam education until a fairly high level. The high cost of education in some communities in Indonesia Indonesia became trapped
in structural poverty. Many
children from poor families (poor)
who do not get the opportunity get an education, even though low quality education. Compulsory education
campaign is already heralded the government since 1984 last year, with a 6-year
compulsory education to nine years.
However kenyatan happens
on the ground, the children were
forced to drop out of school because
it is not capable of in terms of funds or
cost. Then, where the role
of Operations Student Assistance (BOS) to
help these poor children? Because in practice, there
are still many costs parents to school
their children.
Can Indonesia Indonesia
intellectual life of the nation through education free? The answer is only in
this nation's leaders to make it happen.
Since
1984 there
has been compulsory education program
of the government of Indonesia. For Indonesia guarantees
access to basic education is already a commitment
between the government and society,
as contained in the 1945 Constitution
states that the purpose is the nation's intellectual
life. The importance of fairness
in access to quality education is
clarified and elaborated again in Act No.
20 of 2003 on National Education System.
Judging from
its development, this phenomenon can not be separated from the pros and cons.
For the pros with the programs it says that it is the government's efforts to
improve the quality of education and decreasing numbers of school dropouts,
school free of charge to parents could reduce the burden of his mind to the
issue of education costs and no longer the children who should not take the
exam only because it has not paid the school fees. While the counter said the
government like saviors, This is because there has been more used
to doing that, namely NGOs concerned with education
and treatment community can not afford. The existence of the school lacked a sense of need, awareness of the education
is lacking, children are more concerned
with the work of the school should
not release anything.
Cost of free education only up to Junior Secondary School Senior Secondary School while not. The
government has also provided funds
for education, called BOS (School
Operational Assistance), which is
derived from the compensation
fund rising fuel
prices (fuel oil). However,
in reality after the
passing of funds amounting to 6.27
trillion rupiah, there
are still schools that ask for
charges against the
parents who in this case is quite burdensome.
BOS revolving fund
is also not the case with a clean, corruption
still occur in
its distribution to schools. Although the distribution lines have been shortened
by not through many
hands, but still, misappropriation of funds and corruption occurred
BOS funds also
occurs in schools where principals have
complete control and unsupervised by the school committee there. Not only students
but teachers who are
affected from this
free education. Most of the free school
teachers have limited self-development and will
eventually cause trouble motivating learners should think about "survival". Worse, if the teacher thinking:
the service on a fee
for learners only.
If such situation,
then the "far from the
truth" to raise the quality of education.
Schools, especially small private school, will have difficulty closing the school operational costs, let alone the welfare of teachers. Financing such as electricity, water, maintenance of buildings, computers, stationery, transport, meal allowances, and other fees must be paid. Finding donors are increasingly difficult. Schools still survive only based spirit of service managers. Without the contribution of the learner, how the financing will close it.
